Social Change and Livelihood Enhancement (SCALE) Program is funded by SIDA through Swedish Mission Council and ADRA Sweden.

Through lessons learned during the past program implementation periods, ADRA Uganda has decided that they will continue working with the Human Rights Based Approach (HRBA) and as a method to work with the Triangle of Change with its three sides of Capacity Building, Advocacy and Service Delivery.

The SCALE II program has three Objectives that it hopes to achieve during the duration of the program:

1. Vulnerable community-based groups (CBGs) in the new program area of Agago, Pader and Kitgum Districts of northern Uganda are actively engaged in sustainable, livelihood, environmental protection, basic health, education and human rights promotion initiatives

2. Fifteen (15) selected CBOs in the original program areas of Kamwenge, Wakiso, Luwero and Nakaseke districts are actively engaged in playing the role of civil society actor, advocate against discrimination and promote human rights, accountability, transparency and allocation of resources in the education, livelihood and health sectors

3. ADRA Uganda with her supported/targeted CBOs/CBGs are using Citizen Centered Advocacy to strongly play the role of CS actor and together with her partners advocate on their own behalf and for the voiceless (including the indigenous people) to influence the duty bearers to effectively exercise transparency and accountability in allocation of resources at national level
